Madison County, Missouri — The successful passage of a senior levy in Madison County marks a major step forward for senior services funding in Missouri, strengthening support for older adults across the region.
The measure passed with 664 YES votes to 354 NO votes, earning 65% voter approval. The campaign exceeded its original goal of 528 votes, demonstrating broad community support for funding local aging services.
Strategic Campaign Support from Limitless Horizons
Limitless Horizons, a boutique Missouri-based consulting firm specializing in systems change through training, leadership coaching, and consulting services, partnered with local leaders to provide campaign compliance guidance and strategic grassroots support throughout the effort.
The firm supported:
• Grassroots engagement strategy
• Message clarity and public education
• Compliance with campaign regulations
This ensured the campaign remained both effective and legally sound.
“This outcome shows what is possible when communities come together to invest in older adults,” said Andrew R. Shaughnessy, Founder and Principal of Limitless Horizons. “This campaign was rooted in local leadership, trusted messengers, and a clear commitment to strengthening aging services in Madison County.”
What the Senior Levy Will Fund
The approved senior levy will generate roughly $80,000 in dedicated local funding for older adult services, including:
• Meals and nutrition programs
• In-home care and support services
• Transportation assistance
• Senior center programming
These services are critical to helping older adults live independently and stay connected to their communities.
Grassroots Effort Drove Success
The campaign’s success was driven by a coordinated grassroots effort, including volunteer outreach, absentee voting strategy, direct voter contact, and strong local partnerships. Limitless Horizons worked alongside campaign leadership to help structure and sustain these efforts, providing strategic insight while maintaining compliance with applicable election laws.
“This was about more than a ballot initiative—it was about community impact,” Shaughnessy added. “The conversations, relationships, and trust built throughout this campaign made this win possible. We’re honored to have supported a result that will benefit Madison County for years to come.”
